Guide · NIF & NISS

NIF & NISS: Portugal’s two essential numbers, explained.

Almost nothing in Portugal happens without a NIF and a NISS — renting, banking, working, healthcare, AIMA. Here is what each one is, how to get them, and the order to do it in.

The basics

What are the NIF and NISS?

The NIF (Número de Identificação Fiscal) is your Portuguese tax number, issued by Finanças. You need it to rent, open a bank account, sign contracts, buy a SIM, and almost any official transaction. It is usually the very first thing to sort out.

The NISS (Número de Identificação de Segurança Social) is your social security number, issued by Segurança Social. You need it to work legally, register employment, and access certain benefits and family support.

Step by step

How to get your NIF

The NIF itself is free at Finanças; representation services charge a fee.

Step by step

How to get your NISS

Once you are in Portugal (or starting work), you request a NISS from Segurança Social — online through Segurança Social Direta or in person, with your NIF, ID and residence details. Employers often need it before your first day, so it is worth doing early.

Order matters: NIF first (everything depends on it), then bank account, then NISS when you are ready to work or access benefits.

Procedures and requirements change — check the official Finanças and Segurança Social channels for the current process. This is general information, not tax or legal advice.

Common questions

FAQs

Can I get a NIF before moving to Portugal?+

Yes. Many people get a NIF remotely through a fiscal representative or lawyer before they arrive, which lets you open a bank account and sign a lease as soon as you land.

Do I need a fiscal representative?+

If you are tax-resident outside the EU/EEA and don't yet have residence in Portugal, you generally need a fiscal representative to get a NIF. Once you become resident you can usually remove them.

Is the NIF free?+

Getting the NIF at Finanças is free. You only pay if you use a fiscal representative or a service to obtain it for you.

What's the difference between NIF and NISS?+

The NIF is your tax number (Finanças); the NISS is your social security number (Segurança Social). You need the NIF for almost everything; the NISS mainly to work and access benefits.

Which should I get first?+

NIF first — banking, renting and the NISS itself all depend on it. Then a bank account, then the NISS when you're ready to work.
